Abstract
Ulusal güvenlik anlayışı tehditlere, siyasi ve askeri gelişmelere, teknolojiye, risklere ve bu risklerin algılanmasına göre zaman içerisinde değişiklik göstermiştir. Dünyadaki bu değişimle beraber Türkiye açısından da ulusal güvenlik anlayışında gelişim ve değişimlere uyum sağlayacak, risk ve tehditlere cevap verecek yeni anlayışlar benimsenmiştir. Bu çalışmada Cumhuriyet’in ilanında Soğuk Savaş bitimine kadar geçen süreçte Türkiye’nin ulusal güvenlik anlayışı ve bu anlayışta değişimlere yol açan etkenler incelenmiştir. İlk olarak Cumhuriyet’in ilk dönemlerinden II. Dünya Savaşı başlangıcına kadar uygulanan güvenlik politikaları ve ulusal güvenlik anlayışı incelenmiştir. Ardından II. Dünya Savaşı sürecindeki ulusal güvenlik anlayışı araştırılmış ve son olarak Soğuk Savaş dönemindeki ulusal güvenlik anlayışı ve güvenlik politikaları incelenmiştir.

Abstract
The understanding of national security has changed over time according to threats, political and military developments, technology, risks and the perception of these risks. Along with this change in the world, Turkey has also adopted new understandings that will adapt to developments and changes in the understanding of national security and respond to risks and threats. In this study, Turkey's understanding of national security and the factors that led to changes in this understanding during the period from the proclamation of the Republic to the end of the Cold War were examined. First, the security policies and understanding of national security employed from the first periods of the Republic to the beginning of the Second World War were examined. Then, the understanding of national security during the Second World War was addressed, and finally, the understanding of national security and security policies in the Cold War period were analyzed.
